Vietnam Updates 2030 Retail Strategy, Enhances SME Support
The changes focus on the roles of the Ministry of Finance and the State Bank of Vietnam.

Vietnam has updated its retail market strategy for 2030, with a vision toward 2050. Decision 1922/QD-TTg, issued by the Prime Minister, amends and supplements the previous Decision 2326/QD-TTg from 2025. This update is based on legal frameworks including the Law on Organization of the Government (February 18, 2025), the Law on Organization of Local Administration (June 16, 2025), the Commercial Law (June 14, 2005), the Law on Foreign Trade Management (June 12, 2017), and the domestic trade development Strategy approved in Decision 1163/QD-TTg (July 13, 2021).

The changes focus on the roles of the Ministry of Finance and the State Bank of Vietnam. The Ministry of Finance will now take the lead in implementing credit support policies for small- and medium-sized enterprises through the Vietnam Development Bank. This includes coordinating with relevant ministries, sectors, and agencies to ensure compliance with Decree No. 32/2017/ND-CP on state investment credit and its amendment, Decree No. 78/2023/ND-CP. The goal is to facilitate enterprise participation in developing retail commercial infrastructure, trade promotion, price stabilization, and supply chain linkages from production to distribution.

The State Bank of Vietnam will review and improve credit provision mechanisms to make it easier for businesses to access bank credit capital. Specifically, the Bank is tasked with studying, reviewing, and completing these mechanisms, as outlined in the adjusted tasks under Clause 2, Section VI, Article 1 of the Decision.

The decision, signed by Deputy Prime Minister Pham Gia Tuc, took effect immediately upon signing, as stated in Article 2. Relevant ministries, agencies, and organizations, including provincial-level People’s Committees, are responsible for its implementation, as outlined in Article 3.
